MOSCOW (Sputnik) — A constitutional reform in Ukraine is the only chance to establish long-lasting peace in the country, State Duma Speaker Sergei Naryshkin said Wednesday.

"Undoubtedly, we cannot stay away from the events that are going on in this brotherly country. We understand that the constitutional reform is the only way to establish a substantive peace and restore confidence in authorities in Ukraine," Sergei Naryshkin said in an interview with Rossiya-24 TV channel.

The constitutional reform aimed at decentralizing power in Ukraine was among the key provisions of the February 12 Minsk agreements between the Kiev government and the self-proclaimed people's republics of Donetsk and Luhansk.
The other measures stipulated by the new ceasefire deal included the withdrawal of heavy weapons from the contact line and an "all-for-all" prisoner exchange.
