Police responded to a call about a man jumping in and out of traffic. Officer Matt Kenny spotted Robinson who he believed had interrupted traffic. Kenny chased Robinson to an an apartment he fled to and followed him inside.

Police say that Robinson assaulted Kenny who then opened fire. Preliminary autopsy results show Robinson was shot in the head, torso, and right arm.

The incident has led to several days of protests and the Amnesty International referred to the case of Robinson in a call for reforms.

“In the wake of lethal shootings of unarmed men of color by police this week in Madison, Wisconsin and suburban Atlanta, Amnesty International USA renewed calls for a nationwide review and reform of lethal force policies for law enforcement agencies,” they said in a press release.

Two independent reviews are investigating the incident, Madison Police Department (MPD) Chief Mike Koval announced.

“There is a process that now takes place which involves two tiers of independent review of the events,” Koval wrote in a blog post on MPD’s website. “The State of Wisconsin's Division of Criminal Investigation (DCI) has the exclusive authority to investigate all elements of the officer involved shooting — forensics, interviews, technology feeds, etc.”

The DCI investigation will then be reviewed by the US District Attorney’s Office, who will decide if the officer involved in the fatal shooting is criminally responsible. A 2014 Wisconsin state law requires an independent investigation for an officer-involved shooting.

Officer Kenny has been put on administrative leave pending the outcome of an investigation into Friday’s shooting.
