MOSCOW (Sputnik) — The Ukraine Prosecutor General Office has made little progress in the investigation of the 2013-2014 Maidan protests, which left 90 people dead and hundreds more injured in the capital city of Kiev last year, according to a report published by the Council of Europe on Tuesday.
Mass protests erupted on November 21, 2013, on the Maidan or Kiev's Independence Square, following the then Ukraine government's decision to suspend preparations to sign the Association Agreement with the European Union.
"The Panel considers that substantial progress has not been made in the investigations into the violent incidents during the Maidan demonstrations," the report by the Council's International Advisory Panel read.
It also concluded that investigative deficiencies "undermined the authorities' ability to establish the circumstances of the Maidan-related crimes and to identify those responsible."
The Panel, chaired by former President of the European Court Sir Nicolas Bratza, also regretted the fact that there was no investigative activity during the three months of demonstrations.
The Special Investigations Division was set up in Ukraine only in December 2014, ten months after the end of the Maidan violence, according to the report.
