If implemented, that executive action would shield millions of immigrants from deportation.
US District Judge Andrew Hanen had issued a preliminary injunction Feb. 16 at the request of 26 states that opposed Obama’s action.
Hanen said on Tuesday that proceedings since the injunction was issued have "reinforced" his decision.
He added that the government hasn’t "shown any credible reason for why this Directive necessitates immediate implementation."
