MOSCOW (Sputnik), Alexander Mosesov — The security situation in Europe has changed from predominantly cooperative to confrontational, Director of the Office of the OSCE Secretary General Marcel Pesco said at the IV Moscow Conference on International Security Thursday.

"The crisis in and around Ukraine has made clear that European security situation has shifted from a mainly cooperative environment with confrontational elements to a confrontational environment with residual elements of cooperative culture."

He said that growing divisions, competition and lack of trust in the OSCE space contributed to the hostile environment.

Conflict in Ukraine escalated to violent clashes in April 2014 when Kiev launched a military operation in the country's east, attempting to suppress the local independent supporters.

The United States and the United Kingdom have sent military instructors to Ukraine to help Kiev train its troops, with Canada considering the same move.

NATO has decided to bolster its presence in Eastern European countries, fearing Russian "aggression," as the West has been accusing Moscow of providing military assistance to Donbass militias in Ukraine.

The Russian government has denied its involvement in the Ukrainian conflict and expressed growing concern over NATO's military expansion close to its western borders, calling the move "unjustified."
