"You cannot keep a population in Easter Ukraine constantly feeling that they are second-class citizens, they should be integrated," Lord Richard Balfe said.
The decentralization reforms are not going according to the plan, Balfe said.
"If Ukraine is going to move forward the government in Ukraine has got to make far more efforts to integrate the reforms foreseen in Minsk into the legislative program and too many of these reforms are not even being implement per, or they are stalled, or they are waiting on the sidelines," Balfe stated.
Decentralization of power was one of the points of the agreement on Ukrainian reconciliation which the Kiev authorities and the independence supporters signed in Minsk in February. The reforms are to be implemented by the end of this year.
On April 6, Ukraine's Constitution Commission convened for the first time to start the process of changing the country's laws.
