VIENNA (Sputnik) – The sequence and degree of lifting sanctions against Iran remain the major obstacles in nuclear talks between the P5+1 group of international negotiators and Tehran, Russian Deputy Foreign Minister Sergey Ryabkov told Sputnik Thursday.
"Not all political issues have been resolved in Lausanne… For example, major disagreements still remain regarding the sequence and degree of lifting sanctions," the diplomat said.
All parties should make sure to start from the line where talks in Luasanne ended, then the negotiators' chances to achieve needed results will increase, Ryabkov added.
"All what had been agreed upon in Lausanne should be written down on paper, and put into the language of a binding agreement, not legally but a politically binding agreement. This is a painstaking process. And we do not have much time left. We need to speed up," the diplomat said.
Ryabkov also said that Moscow insists that a decision to resume Iran sanctions if Tehran violates nuclear agreements with P5+1 mediators must not been taken unilaterally without a prior approval by the UN Security Council.
"In line with the Article 7 of the UN Charter…any actions on this [sanctions] issue — introduction of new sanctions or resumption of previous sanctions — must be taken only upon approval by the UN Security Council," Ryabkov said ahead of a fresh round of Iran nuclear talks in Vienna.
