Michael Flaig, 31, a ten-year veteran of the Anne Arundel County Police Department was allegedly groping the victim’s female roommate when the victim, whose name has been redacted from the report, asked him to stop. The off-duty officer refused and allegedly continued the harassment as the victim began to walk home, eventually coming up from behind and attempting to punch him in the face.
The victim dodged Flaig’s blow, but was pulled to the ground by the officer. The fight continued until the victim was straddling Flaig to prevent him from getting away, and this is when Flaig bit the the man’s testicles.
At 11:47 the police received a call about an assault and responded to the scene. A witness approached the officers and alerted them that the attacker had went into another bar. Flaig was soaked in blood and intoxicated when the police found him.
"Mr. Flaig had bloodshot eyes, slurred words and a strong odor of (alcohol) coming from his person," the police report stated.
The charging documents also state that the victim told police he was assaulted by two men. The second attacker has not yet been identified.
Despite the arrest, Officer Flaig is still employed with the Anne Arundel County Police, but has been suspended with pay and placed on desk duty.
"The Baltimore Police Department is investigating this matter and any further inquiries as to the circumstances of this arrest should be directed to them. The officer's police powers have been suspended and he has been placed on paid administrative duties,” a statement from the Anne Arundel County Police read.
"These charges are disturbing and we have an obligation as police officers to conduct ourselves in a professional manner on and off-duty," Anne Arundel County Chief of Police Timothy J. Altomare told WBAL. "We will cooperate fully with the Baltimore Police Department as they conduct their investigation. At this time, we cannot comment further because for our agency, this is a confidential personnel matter."
No update has been given about the victim’s condition.
