On Friday, a suicide bomber detonated explosives during prayers at a Shia mosque in Saudi Arabia's eastern province, killing 21 people and injuring more than 100.
"We consistently denounce any use of religion for political purposes and for igniting inter-religious conflicts," Foreign Ministry Spokesman Alexander Lukashevich said in a statement.
"We once again call on international and regional partners to consolidate efforts to counter violent extremism using international legal regulations, including the UN Charter and relevant UN Security Council resolutions," Lukashevich said.
The Islamic State (ISIL) militant group has claimed responsibility for the bombing of the Saudi mosque, making it the first ISIL attack in the country.
ISIL Sunni jihadist group has repeatedly threatened to attack Shia Muslims in Saudi Arabia.
