Military Conflict Gives Kiev No ‘Carte Blanche’ in Human Rights Regression
On May 21, the Ukrainian parliament approved legislation on the country’s regression on responsibility for human rights violations in the east of Ukraine.

According to an explanatory note accompanying the legislative act, the conduction of "anti-terrorist operations," in particular within the Donetsk and Lugansk regions, does not comply with Ukraine's obligations for the protection of human rights.

The Ukrainian Foreign Ministry was instructed to notify the United Nations of the new legislation.
