OHP responded to stranded motorist call and found two men with two vehicles in high water.
Troopers told Nehemiah Fischer, 35, and his older brother Brandon to come toward them reaching safer ground. OHP Capt. Paul Timmons told CNN Nehemiah was armed and an altercation broke out at some point.
Police say one man assaulted an officer prompting another trooper to fire his weapon killing Nehemiah.
Brandon was uninjured and arrested.
Police have not established an explanation for the confrontation and the shooting is under investigation. Under OHP policy, officers involved in fatal shootings are put on administrative leave.
As of Saturday, Timmons could not confirm whether that had been carried out against the officers involved.
