European interparliamentary organizations need to pursue reforms since their inaction and political prejudice impair the international legal system, Russian State Duma Speaker Sergei Naryshkin said Monday.

MOSCOW (Sputnik) The Parliamentary Assembly of the Council of Europe (PACE) stripped Russia of its credentials in April 2014 in response to Crimea's reunification with Russia and the start of the crisis in eastern Ukraine, prompting the Russian delegates to quit. Last January, the 47-member deliberative body agreed to prolong Russia's existing voting restrictions.

"Because of their inaction, double standards and inconsistencies in the assessments, and sometimes because of the lack of professionalism and political bias of the staff, the quality of the entire international legal system suffers," Naryshkin said.

The State Duma speaker said that such bodies and organizations should be reformed in order to fix their partiality.

Naryshkin was speaking at the first-ever BRICS Parliamentary Forum underway in Moscow, deeming the establishment of the forum a “historic event.”

“Starting today, the legislative powers of our states are fully involved in the dialogue and the process of BRICS development as one of the most advanced organizations in the world," he stressed.

The forum brings together lawmakers from the world’s five major emerging economies.

Russia currently chairs the group that also includes Brazil, India, China and South Africa.

The forum proposed by Brazil, was organized by the Russian parliament, as Russia also prepares to stage this year’s BRICS summit in the city of Ufa, some 720 miles east of Moscow, on July 9-10.
