US Should Establish Systemic Response to Cyber Threats - NSA Director

The United States should broaden its policies of responding to individual cases of cyber theft and cyber attacks, US National Security Agency (NSA) director and head of US Cybercommand Michael Rogers said on Wednesday.

WASHINGTON (Sputnik) — According to the US law of war, peacetime cyber activities, such as counterintelligence and unauthorized intrusions into computer networks, must be considered on a case-by-case basis.

“What we have to focus on is how do we change this dynamic, because continuously responding to individual incidents I don’t think in the long run is going to get us where we need to be,” Rogers noted at the 2015 Geospatial Intelligence Symposium.

On June 8, US President Barack Obama said United States will respond more aggressively to cyber-attacks from state and non-state actors.

Rogers identified the increasing incidents of massive data theft targeting the US government as well as the private sector, stating the need for the government to work through “broader policy issues” in addressing cyber threats.

“We are in a world in which, increasingly, data has value as a commodity to a wide range of people,” he explained. Criminal groups, individuals, and states are “aggressively” working to gain access to that data for a variety of reasons.

In 2014, the United States has begun a debate on overarching US cyber security policy, which US President Barack Obama outlined as a key priority in his 2014 State of the Union address.

The US Department of Defense has also said that countering cyber threats is a top national security priority.
