WASHINGTON (Sputnik) — Jasper Spires was charged in the fatal stabbing of 24-year-old Kevin Sutherland that occurred after noon on July 4th as Washington residents were heading to celebrate the Independence Day holiday.
“On Monday, July 6, 2015, Fourth District patrol officers located and arrested 18 year-old Jasper Spires of Washington, DC, in the 4800 block of Georgia Avenue, NW. He was charged with Murder 1 [first degree] while armed,” the police said.
A Sputnik reporter who was on the same train said he saw the police and medics were slow to respond despite heightened security during the Independence Day celebrations. Spires was able to flee the scene in daylight without a police response.
Washington, DC medics pronounced Sutherland dead upon arrival.
According to police records, Spires was released from custody on Friday, only a day after he was charged with a violent robbery.
