Obama Fails to Fulfil US Budapest Memorandum Obligations to Ukraine

The Obama administration has failed to fulfil US obligations to Ukraine under the Budapest Memorandum, US Republican presidential candidate Rick Santorum told Sputnik on Thursday.

WASHINGTON (Sputnik) — Ukraine, which had the world's third largest nuclear arsenal after the breakup of the Soviet Union, abandoned nuclear weapons in 1994 and joined the Non-Proliferation of Nuclear Weapons Treaty as a non-nuclear weapon state.

“We’ve not lived up to obligations that we promised to Ukrainians that we would provide security for them if they dismantle their nuclear arsenal. We have not done that.”

In December 1994, the United States, United Kingdom and Russia signed a Budapest Memorandum, providing security assurances against threats to Ukraine's territorial integrity in return for Kiev's giving up nuclear weapons.

“I support honoring our responsibilities to Ukraine which we have not done under the current president,” Santorum added.
