Russia was not invited to take part in the meeting, what is considered by a number of European media and politicians a huge mistake.
For instance, German newspaper Der Tagesspiegel wrote the crisis cannot be overcome without participation of all relevant actors.
According to the newspaper, it remains a mystery why the fourth important partner in the talks – Russia — has not been invited to the meeting in Berlin. Presumably, Russian President Vladimir Putin will not take part in the negotiations at the request of the Ukrainian president who plans to gain more support from the European leaders.
In November 2015, Europe will hold celebrations to mark the 25th anniversary of the Charter of Paris. The document was adopted in 1990, putting an end to the division of Europe.
According to Genscher, the anniversary celebration will have the participation of all member countries, including Russia and would be a good opportunity to restore constructive dialogue and achieve progress in the resolution of the Ukrainian crisis.
