MOSCOW (Sputnik) — According to Lavrov, the law regulating local elections scheduled for October 25 “directly excludes the holding of the elections in the territories that are not under Kiev’s control.”
"The Ukrainian government, despite [fulfilling] the Minsk agreements, insists that all issues regarding the special status of Donbass, a constitutional reform [to regulate the issues] of these territories should be settled only after local elections take place. At the same time, the Ukrainian authorities are doing everything to prevent the local elections from taking place," Lavrov said.
He noted that the self-proclaimed Donetsk and Lugansk self-proclaimed people's republics were ready to hold local elections based on Ukrainian law and with the participation of OSCE observers.
"They oppose, which is perfectly understandable, organizations such as the Right Sector and other radicals participating in elections on their territory, which supposedly contradicts Ukrainian law, according to which these organizations are allowed to take part in the elections," Lavrov told reporters.
