Germany’s army is considering the creation of a brigade-sized wheeled response element that can be deployed for rapid reaction and force deployment.

Sources close to the plan indicated to IHS Jane’s that the rapid response element will likely be brigade-sized, due to the extent of the projected combat and organic support elements involved. Current estimates suggest that the requirements for the formation could include 100 vehicles.

The main vehicle platform will likely be based on a Boxer Multirole Armored Vehicle, referred to as "PoBo." Features of this platform include a 30mm cannon-armed turret from the Puma tracked infantry fighting vehicle that is currently being developed in German industry.

The brigade-sized formation will be suitable for both symmetric and asymmetric threat environments, as the "PoBo" could also be armed with the multi-purpose, light guided missile system in operations against armored vehicles and targets.

According to IHS Jane’s sources, this formation would be a German contribution to NATO’s Framework Nations Concept. A defense cooperation concept, the Framework Nations consists of smaller armies contributing their remaining capabilities to an "organizational backbone provided by a larger, 'framework' nation," according to the German Institute for International and Security Affairs.

"What we are talking about are first conceptual considerations," a source familiar with the concept told IHS Jane’s. "The idea is to be able to fully deploy this force anywhere in mainland Europe in up to 48 hours, making full use of the existing rail and road infrastructure. Also, this is not a rehash of the old tracks vs wheels battle. A brigade sized wheeled rapid response element could be a door opener for heavy forces."
