"I propose that each country paid an additional percent to the EU budget. At the same time, we will reduce the expenses for other aims in total by a percent. This will give us nearly three billion [euro] to support countries neighboring Syria."
The plan to assist Turkey, Lebanon and Jordan will be presented to the EU prime ministers during the next meeting, Orban added.
The EU member states, including Hungary, have been struggling with a massive crisis as tens of thousands of refugees try to enter the bloc, fleeing violence in their home countries, particularly in Syria.
On Monday, Orban spoke against the quota system for redistributing migrants throughout the European Union as it only addresses the consequence of the refugee crisis instead tackling its root causes.
On Wednesday, European Commission President Jean-Claude Juncker presented new proposals for distribution of refugees within the European Union, adding an extra 120,000 people to the group of 40,000 asylum seekers the Commission had previously proposed to relocate.
