Kiev Could See Lower Energy Tariffs if Winter Russian Gas Price Set at $230

There is a possibility that winter energy tariffs in Ukraine would be lowered if an agreement is reached on the purchase of Russian gas at a price of $230 per 1,000 cubic meters or lower, Ukrainian Energy Minister Volodymyr Demchyshyn said.

MOSCOW (Sputnik) – Gazprom CEO Alexei Miller said last Friday that the cost of gas deliveries to Ukraine would be determined by the Russian government. According to the Russian energy company’s estimates, the price of the gas might be set at $252 per 1,000 cubic meters.

"As of now, without an understanding of what price we would be paying for gas…it is difficult to say whether or not we would have to recalculate the tariffs," Demchyshyn said in a Shuster LIVE Ukrainian talk show.

"There is a very high probability that if we are able to lower the price to $230 or less, a possibility will arise of recalculating the tariffs, but as of now, with a price of $260 there is no such possibility."

On Tuesday, Demchyshyn said that Kiev was willing to pay an average European price for Russian natural gas deliveries, but it should not include transit fees. The energy minister added that the proposed price of around $250 per 1,000 cubic meters was "unfair."

Demchyshyn said he anticipated another round of trilateral talks (Russia, Ukraine, European Commission) on Russian gas supplies to Ukraine to take place next week, adding that he expected a decision on the winter package deliveries to be made at that time.

Russian Energy Minister Alexander Novak and European Commission Vice President on Energy Union Maros Sefcovic met in Vienna late last week. The sides agreed on a series of key conditions for winter package deliveries to Ukraine, including a discount for two consecutive quarters.
