On Monday, European Parliament President Martin Schulz said it was unlikely that EU member states would agree on mandatory quotas to resettle refugees within each country. The European Union has been beset by a massive refugee crisis, as hundreds of thousands of undocumented migrants flee violence and poverty in their home countries.
