KIEV (Sputnik) — Vladimir Starkov, who Kiev says is a major in the Russian Armed Forces, was charged with "participation in an aggressive war against Ukraine," the prosecutor said on his Facebook page.
Ukrainian Border Guard said earlier that Starkov had been detained on the border of the self-proclaimed Donetsk People’s Republic while escorting a truck loaded with ammunition, together with a DPR militiaman. The DPR Defense Ministry did not confirm the report.
