Fiala added that geo-strategically, Russia is an important country for “all of us concerning these terrorists from ISIL."
Russia launched its first anti-ISIL airstrikes in Syria on Wednesday, after the upper house of the Russian parliament approved the deployment of the Russian Air Force to Syria following a request from Syrian President Bashar Assad.
"It might influence in a positive way the Assembly, because if you put all things in a balance, this is a point that will be added," the lawmaker said.
PACE stripped Russia of its voting rights in April 2014 over its alleged involvement in the Ukrainian crisis. The restrictions were prolonged in January and the Assembly voted on a resolution, outlining 22 points on which Russia should make progress.
"Up until now we cannot say that the situation has changed a great deal with Russia. But then now we have an intervention of Russians in the fight against ISIL," Fiala said.
In January 2016, PACE will hold a winter session in Strasbourg, where it will return to the issue of Russian credentials.
