Normandy Four Meeting in Paris Gives Hope for Minsk Deal Implementation

The results of the Normandy Four talks in Paris give hope that the Minsk agreements will be implemented to resolve the Ukrainian crisis, the president of the Organization for Security and Co-operation in Europe Parliamentary Assembly (OSCE PA), Ilkka Kanerva, told Sputnik.

'Normandy Four' Dialogue to Continue, Foreign Ministers to Meet in November
MOSCOW (Sputnik), Svetlana Alexandrova The meeting between Russian President Vladimir Putin, Ukrainian President Petro Poroshenko, French President Francois Hollande and German Chancellor Angela Merkel on Ukraine was held on Friday.

"I think that in Paris they have taken some steps forward, no final decision has been taken, but it was a positive signal that they can get together and work on concrete steps to implement Minsk set of agreements and it gives us hope," Kanerva said.

Following the talks in Paris, Merkel said she was satisfied with what the sides had achieved during the meeting while Hollande stressed that a serious progress had been made in the implementation of Minsk agreements on Ukraine reconciliation in terms of security issues.

In February, the Normandy Four leaders worked out a set of agreements in Minsk to ensure peace in Ukraine, later signed by the Kiev forces and the militias of the eastern Ukrainian Donbas region.

The peace deal stipulated constitutional reform with decentralization of power in the country and granting special status to Luhansk and Donetsk as one of the key points of the agreement. The reforms must be concluded before the end of 2015.
