"Political agreements are still in place. [Turkish] President [Recep Tayyip] Erdogan, during his visit to Moscow on September 23 at the opening of a cathedral mosque where he met with [Russian] President [Vladimir] Putin, confirmed it," Lavrov said, speaking in the State Duma.
Turkey does not have persons authorized to sign the relevant agreements prior to the November parliamentary elections, the minister added.
"We will wait until a new government is formed [in Turkey], which will be authorized to sign binding agreements," Lavrov said.
The Turkish Stream is a proposed pipeline to transport Russian gas to Turkey beneath the Black Sea. The pipeline is expected to continue to a hub on the Turkish-Greek border, from where it could be extended to Southern Europe.
The construction of the pipeline was expected to begin in June, but Russia and Turkey have yet to sign a formal agreement.
According to Russian Energy Minister Alexander Novak, Russia and Turkey will sign the deal not earlier than in December 2015.
