A 2008 file on The Analysis Corporation (TAC), a private company contracted by the Central Intelligence Service, characterizes the firm as incompetent and blames it for attempting to hide its working practices from the CIA. This week the document was exposed to the public by WikiLeaks.

The 32-pages fax was allegedly sent February 15th, 2008 from the office of the CIA's General Counsel, the intelligence agency's chief legal officer. It reflects a legal quarrel between the CIA and TAC, which lost a tender for watchlisting-related software to one of three competitors, and attempted to explain the defeat to the CIA by allegedly lying to it.

The message blames TAC for making a series of bad strategic decisions, that included, among others reliance on unsafe data "and advice from outside the Agency", which eventually cost the company the contract. Furthermore, TAC was rated as "Marginal" by the CIA for not being able to "propose sufficient personnel for the task".
Remember that the 'Intelligence Community' in the US outsources about half of its work to contractors. John Brennan is no different at TAC.

Interestingly enough, TAC was founded and headed by current CIA director Brennan at the time. His emails from an AOL account have been hacked and published by WikiLeaks. What brought about his change of fortune?
"In 2008 Brennan became a donor to Obama," explains Wikileaks. "The same year TAC, led by Brennan, became a security advisor to the Obama campaign and later that year to the Obama-Biden Transition Project. It is during this period many of the Obama administration's key strategic policies to China, Iran and 'Af-Pak' were formulated. When Obama and Biden entered into power, Brennan was lifted up on high, resulting in his subsequent high-level national security appointments."
Obama initially brought Brennan, who had previously run the National Counterterrorism Center under President George W. Bush, into the administration soon after taking office as his adviser on homeland security and counterterrorism.
Brennan became head of the CIA in 2013, replacing General David Petraeus.
In another leaked email released on Wednesday, Brennan acknowledged that the Central Intelligence Agency routinely operates within the United States.
"The FBI, Department of Homeland Security, National Security Agency, CIA and Department of Defense are all engaged in intelligence activities on US soil," Brennan wrote.
The release is a part of a series of leaked CIA director John Brennan’s email being published on WikiLeaks these days.
