Kremlin spokesman Dmitry Peskov said that Moscow has no intention of binding its military assistance to Syria in dismantling the Islamic State (ISIL) extremist group to a possible lifting of economic sanctions imposed by the West against Russia.

MOSCOW (Sputnik) – Moscow is actively continuing to establish contacts with part of the moderate Syrian opposition, Kremlin spokesman Dmitry Peskov said Thursday.

"I’m not aware of any progress that can be said, but work is continuing, there is steady and active work going on," Peskov told journalists.

The civil war in Syria, which started four and a half years ago, has killed around 250,000 people and displaced 11 million.

From early on, the United States and its allies have supported what they refer to as the "moderate" Syrian opposition in its fight against troops loyal to Syrian President Bashar Assad, whose government is also threatened by radicals from factions like the Islamic State and the Nusra Front.

Russia, which launched its own air operation against ISIL positions in Syria in late September following a request by Assad, has been seeking contacts with the so-called Syrian moderate opposition to combine their efforts against Islamists.

Earlier in October, Russian President Vladimir Putin said that Assad had acceded to possible support of Syrian opposition factions by Moscow, if they exist and are proven to be fighting terrorism.

Moscow has also asked Washington to help it establish contact with moderate opposition factions, such as the Free Syrian Army, to set up a political dialogue, but it did not receive any response from the United States.

"We ruled out any kind of swaps in this matter. An approach like this is absolutely out of place," Peskov also stated, when asked if Moscow hoped that its military involvement in Syria would improve its relations with the West to the extent that they would be disposed to sanctions revision.

"These matters are not linked," the spokesman stressed. "Russia has been aiding the Syrian authorities in their fight against terrorism and extremism in its own interest."

"But by pursuing its goals, Russia has been simultaneously helping Europeans to deal with the root cause of their refugee problem, because this problem stems from the same chaos that gave rise to extremism and terrorism and allowed them to dominate Syria, Iraq and neighboring states," Peskov explained.

Russia’s relations with the West have been strained since 2014, after the United States, the European Union and their allies imposed economic sanctions on Moscow for its alleged role in the Ukraine crisis since 2014. Moscow has repeatedly dismissed the accusations.
