GENEVA (Sputnik) — Russia's Federal Migration Service (FMS) has tightened visa-issuing regime for foreigners entering the country in light of the growing terrorist threat, the Federal Migration Service said Tuesday.
"I have sent specific instructions [to FMS personnel] about personal responsibility for issuing any documents to foreign citizens, especially visas," Konstantin Romodanovsky, the head of the FMS, told RIA Novosti.
