"I think we know that without the ability to find some ground forces that are prepared to take on Daesh, it would not be defeated from the air," Kerry said at the Ministerial Council conference of the Organization for Security and Co-operation in Europe (OSCE).
According to the US secretary of state, a political transition in Syria is vital for efficient anti-terrorist operation in the county.
"Part of the political strategy came into effect in Vienna process is geared towards trying to get a political transition in place.
