The more than 2,000 page omnibus spending bill funds all 12 federal government agencies and is expected to pass the Senate this afternoon.
The omnibus bill also includes a repeal of the four-decade ban on US export of crude oil, new cybersecurity legislation, and a number of sanctions against Russia.
Following the passage of the bill, House Speaker Paul Ryan applauded the lifting the oil export ban and strengthening the US military.
"This bipartisan compromise secures meaningful wins for Republicans and the American people, such as the repeal of the outdated, anti-growth ban on oil exports," Ryan said. “The legislation strengthens our military and protects Americans from terrorist threats."
The massive spending bill passed in the House despite objections from Democrats who opposed ending the ban on crude oil exports and other "ideological" riders included by Republicans.
The $1.1 trillion spending bill passed in the US House of Representatives on Friday includes a repeal of the four decade ban on US export of crude oil.
