The UN Charter stipulates that any military intervention into a country is only possible on request by the country’s authorities or with the unanimous approval of the UN Security Council permanent members, each of who has the right to veto, Putin reminded.
"Such tough measures [military force] should not be used against any country without a full consensus, full agreement on this issue. This is a key component of the international law,” Putin said in an interview to Russian TV presenter Vladimir Solovyov, featured in the documentary aired on Rossiya 1 television channel.
A US-led international coalition has been conducting airstrikes on Islamic State (IS or Daesh in Arabic) extremist group positions in Iraq and Syria since 2014 without the approval of the UN Security council or Damascus.
Russia launched its own anti-IS aerial campaign in Syria in late September at the request of Syrian President Bashar Assad. IS is outlawed in many countries including Russia.
