"I am sure that absolutely everyone is anxiously awaiting good news from their homeland, and also want an opportunity to return someday," Steinmeier told the Bild am Sonntag newspaper in an interview published Sunday.
The resolution "for the first time became a reason for cautious hope for many Syrians who lost everything to the horrific civil war in recent years," the minister said.
Syria has been mired in civil war since 2011, with the army loyal to Assad fighting several opposition factions and militant groups.
The military conflict led to a global refugee crisis. Interior Minister Thomas de Maiziere estimated nearly a million migrants have received or applied for refugee status in Germany so far this year. European Commissioner for Digital Economy and Society Gunther Oettinger said Germany would be unable to take in another 1.1 million registered refugees next year.
