"Open information warfare is being waged against Russia," Gen. Maj. Sergei Chvarkov said.
With that in mind, Russia views information and communication technologies as tools in the Western campaign against Russian sovereignty, political independence and territorial integrity, he stressed.
"Influencing the population with information, especially young citizens, with a view to undermine the historical, spiritual and patriotic traditions in the field of defending the fatherland, are among the main military dangers," Charvkov noted.
Foreign Minister Sergei Lavrov warned the UN Security Council in February 2015 that escalating information warfare "heavily poisoned" the international climate with the use of mass media, internet and social networking.
