"The talks were held in a very good atmosphere," Mogherini said in a Wednesday statement, adding that the participants in the talks "significantly advanced on the implementation of the agreement on Freedom of Movement" and both sides "also agreed to start discussions on direct air and rail connections between Kosovo and Serbia."
Kosovo declared independence from Serbia in February 2008. Serbia considers Kosovo to be part of its territory and dozens of countries, including Russia, do not recognize Kosovo as an independent state.
Pristina and Belgrade launched EU-facilitated reconciliation talks in March 2011.
In 2013, the two sides signed an agreement on the establishment of the Association of Serbian municipalities in Kosovo. The EU-backed bill, suspended by Kosovo’s Constitutional Court in November 2015, would give greater local powers to Serb communities and is opposed by Kosovo’s opposition.
