MOSCOW (Sputnik) — Syria has been in a state of civil war since 2011, with the army loyal to President Bashar Assad fighting several opposition factions and militant organizations, including Daesh, which is banned in Russia, the United States and many other countries.
"We have always insisted on negotiations between the government and the opposition. With regard to Syria, we must do everything to avoid a collapse of the public administration system," Maria Ragaglini told RIA Novosti.
"I believe that this vision is now shared by a majority of countries that are involved in solving the Syrian conflict. How all of this can be implemented is another issue. But I believe that this is just one of the tasks for the Geneva talks," Ragaglini said.
Th UN-brokered talks on Syrian reconciliation were launched in Geneva in late January, but were later put on hold until February 25.
