VIENNA (Sputnik) — On July 1, 2015, Finland refused travel visas for several Russian parliamentarians, including Naryshkin, who were invited to take part in a session of the OSCE PA. It was the first time when Russia missed the OSCE PA session.
"It was very important that the Russian delegation came to Vienna led by Russian State Duma Speaker Sergei Naryshkin. Naryshkin was the most important and high-ranking official at the winter OSCE PA meeting sent by the OSCE member-state," Claudio D'Amico said.
D'Amico explained that Berlin had appointed a Special Representative of the Federal Government for the OSCE chairmanship in 2016, while the Austrian side had not delegated anyone.
According to the Italian politician, Moscow believes that OSCE is able to provide dialogue and instruments for a political solution of any problem, and Naryshkin's participation showed that Russia was ready and willing to cooperate with OSCE.
