Russia Calls for Convention on Chemical Terrorism - Lavrov

Terrorists could have the means to manufacture chemical weapons and Russia calls for a separate convention to focus on the issue of chemical terrorism, Russian Foreign Minister Sergei Lavrov said Tuesday at the Conference on Disarmament in Geneva.

GENEVA (Sputnik) — According to the minister, existing international law "does not solve the issue of prohibiting the use of chemical weapons by non-state actors and, moreover, of defining such actions as international crimes."

"Eliminating these issues through amendments to the Chemical Weapons Convention is problematic, as the procedure to adopt amendments is too complicated, lengthy and cumbersome. A more realistic, reliable and promising way to solve this issue would be the creation of a separate convention on fighting chemical terrorist attacks," he said.

Lavrov noted that there is information indicating that terrorists in the Middle East and North Africa have acquired means to create chemical weapons, and that the risk of such attacks is increasing in Libya and Yemen.

"There is information that terrorist groups have gained access to scientific and technical documentation for the production of chemical weapons, seized chemical enterprises with the necessary equipment, attracted foreign experts to synthesize chemical warfare agents," the minister stated.
