In order to prepare for the Monday meeting, European Council President Donald Tusk had travelled to several European capitals, including Vienna, Athens, Zagreb, to build a consensus on migration.
The meeting on Monday will be followed by a joint press point of Tusk and Davutoglu, and then continue with a working session focusing on the full application of the Schengen agreement and the reinforcement of humanitarian assistance to refugees arriving in the bloc.
Europe has been beset by a refugee crisis, with hundreds of thousands of undocumented migrants fleeing their home countries in the Middle East and North Africa to escape violence and poverty, with many of those using the so-called Western Balkan route to get into the western EU states.
In late November 2015, the European Commission held a joint summit with Turkey. Following the meeting, the deal was agreed upon, under which Turkey promised to prevent refugees currently in the country or arriving there from reaching Europe in return for financial assistance in 2016-2017 and renewed talks on its EU accession.
