Russia and China said they "disassociated" themselves from voting on the resolution.

North Korea rejected the resolution saying it used double standards and was politically motivated.

Last November, the UN General Assembly's third committee passed a resolution condemning North Korea's human rights record and urged a referral of the country to the International Criminal Court (ICC) for alleged crimes against humanity.

On Wednesday, the UNHRC called on the newly-established panel of experts to recommend within the next half a year ways of securing justice for victims of alleged crimes against humanity in North Korea, including through the ICC.
