"Emergency responders are headed to the scene of the explosion, at the corner of Bar'am Road and Hebron Road," the Haaretz newspaper said, adding that "the background to the attack remains unclear."
"Most probably it was not a terrorist attack," police spokesman Michael Zingerman told RIA Novosti.
According to the official, a fire started in an empty bus but then spread to a bus with passengers nearby.
"The circumstances are still being clarified," Zingerman said.
"It's still too early to say whether this was an attack…We have found no signs of fragmentation [from a bomb]", the Haaretz quoted police spokesperson Asi Aharoni as saying.
According to Israeli police, a bomb squad and investigators have been sent to the scene.
