Moscow Fears Taliban May Take Large Regions of Afghanistan – Envoy
WASHINGTON (Sputnik) — Russian Presidential Envoy for Afghanistan Zamir Kabulov said earlier in the day that Moscow could consider the Taliban as a non-terrorist group if the Taliban fulfills the conditions of national reconciliation and steps away from terrorism to become a political force in the future.

"That is a very similar approach to what we have taken now for two years. If that is in fact their approach, it is not unhelpful to try to move a political process forward in Afghanistan," Kirby said.
