“All civilians — man, woman or child, Libyan or foreigner — wanting to leave the areas of fighting in Benghazi must be allowed to do so as a matter of urgency,” Kobler said. “The warring parties must ensure civilians are free to leave and that their evacuation is safe.
Since 2014, there have been two governments in the country, the National Salvation Government in the capital city of Tripoli and the Council of Deputies in the eastern town of Tobruk.
Various armed groups allied with both governments, plus Islamist militants loyal to Daesh, have been fighting for control of Benghazi in recent months.
The city has suffered from some of the fiercest combat since the ouster of Libyan leader Muammar Gaddafi in 2011.
