MOSCOW (Sputnik) – Ravil Mingazov, who has been detained in Guantanamo without charges since 2002, is not a high-risk threat to US national security, Dolgov told reporters. He added that "there is no progress" in negotiations to either repatriate or clear Mingazov for release.
"We especially do not understand why he is being kept there, why he has not yet been released," the ombudsman underscored.
In November, Dolgov said that Moscow expected the United States to release Mingazov given his designation in the "not dangerous" prisoner category.
Following the latest wave of transfers this month, there are 80 detainees left at the detainment camp that Russia maintains should be closed down for its extrajudicial practices, including torture and lengthy detention without pressing charges.
