"I believe that it is essential that they [Russia and the United States] do it [cooperate], the counterterror front should comprise different countries above their ideologies and history," Menendez said on the sidelines of the fifth Moscow Conference on International Security.
According to the official, Uruguay will be an "element of cohesion" for such action.
"The fight against terrorism is carried out through cooperation where the power of relations between countries is not against other countries but against terrorism," he stressed.
Russia and the United States are both making efforts to defeat terrorism and bring peace to Syria. On February 22, the two countries negotiated the cessation of hostilities in Syria, which has been in a state of civil war since 2011.
The ceasefire took effect on February 27 to facilitate humanitarian access to all besieged areas in the country, among other goals.
