The Organization for Security and Cooperation in Europe (OSCE) is an intergovernmental organization aimed to provide security, conflict prevention and peace-building; the organization also promotes human rights, freedom of speech and fair elections.
"European security needs to fixed, adjusted. Recent conflicts in Georgia and Ukraine showed that something in the current system of security isn't right, since it was built 25 years ago," Rahr said during the 5th Moscow conference on international security.
Rahr wasn't happy that many officials from the European Union chose not to attend the security conference in Moscow, despite the fact that during this particular conference a lot of security issues would be discussed.
Rahr added that by becoming the chairman of the OSCE in 2016, Germany will seek to end the Cold War era bipolar system.
The German foreign policy expert also criticized the fact that Europe is currently built on two pillars — NATO and the European Union, which has to change by giving OSCE a more important role in defining Europe's foreign policy, the expert added.
