Armed forces from the Organization for Security and Co-operation in Europe (OSCE) cannot be sent to Ukraine without a full consensus by all the parties involved, including Russia, OSCE Secretary General Lamberto Zannier told Sputnik.

OSCE Police Mission Issue Requires Direct Dialogue With Donbass
MOSCOW (Sputnik) – On April 22, Ukrainian President Petro Poroshenko said that an armed OSCE police mission would arrive soon to provide control over the ceasefire in the country’s east, as well as controlling the Ukrainian-Russian border currently not under Kiev’s control.

"The Ukrainians have to table a proposal in Vienna and I need a consensus by everybody including the Russian Federation, the US, everybody in the OSCE. There is no way we can deploy an armed police component under the current mandate. We need an addition to the mandate or a separate mandate, which has to be adopted by consensus," Zannier said.
