CAIRO (Sputnik) — Libya has been in a state of turmoil for years after the Arab Spring protests in early 2011 led to a civil war and the overthrow of long-standing leader Muammar Gaddafi. In December 2015, Libya’s two rival governments — the internationally-recognized Council of Deputies in Tobruk and the Islamist-dominated General National Congress in Tripoli — agreed to create a Government of National Accord and end the political struggle.
"The agreement is international, not Libyan. It does not take into account the results of a political process in Libya, ignores the results of all three election campaigns where civil politicians, not Islamists, won. This government has been forcefully imposed," Jibril said.
The State Council is the highest consultative assembly of the country tasked with advising the Government of National Accord and has the right to express binding opinion to the government, according to the UN-backed Libyan Political Agreement.
Jibril served as the Libyan prime minister between March and October in 2011.
