WASHINGTON (Sputnik) – The Washington Post reported earlier this week that US Assistant Secretary of State for Arms Control Frank Rose had expressed concern over what he alleged was the continued development by Russia and China of anti-satellite weapons.
"I think this is just an attempt by the military-industrial complex to get into the game of fear-mongering to get money," Binney said.
However Binney said he believed Rose trying to use concerns by the American public over the growing threat of terrorism and international disorder to play on these widespread fears to boost Department of Defense weapons development budgets.
Rose’s claims were "just like the surveillance advocates and the cyber-security advocates," Binney maintained.
Binney noted that security hawks had previously played on the American public’s fears after the September 11, 2001 terrorist attacks to win congressional approval for an enormous electronic surveillance program over US domestic phone networks and other electronic communications.
In 2008, the Russian and Chinese governments proposed an international agreement to prevent the deployment of weapons in outer space but the US government under Presidents George W. Bush and Barack Obama has consistently rejected launching negotiations to conclude such a treaty.
Ulyanov said on Wednesday that such a treaty would have effectively solved the problem of anti-satellite weapons in space.
