Merkel was speaking at a press conference following talks with NATO Secretary General Jens Stoltenberg in Berlin. The NATO Summit will take place in Warsaw on July 8-9.
"We said today that it would be preferable to convene another NATO-Russia Council meeting before the Warsaw Summit," Merkel told journalists.
The chancellor reaffirmed Germany’s commitment to the 1997 Founding Act on Mutual Relations between NATO and Russia.
"Germany is a country that regards the NATO-Russia Founding Act as an important document. We will not violate this document," she stressed.
Under the act, the sides do not consider each other as adversaries and seek to build a lasting and inclusive peace in the Euro-Atlantic area based on the principles of democracy and cooperation.
