Earlier in June, it was reported that Germany's new White Paper on security policy will include Russia in the list of 10 major threats for the country.
The 80-paper document, which is in the final stage of preparation, will include Moscow in the list of factors posing threat to Berlin, among international terrorism, hacker attacks, migration crisis and climate change.
"We have never sought confrontation. We have always advocated an equal, mutually beneficial dialogue," Lavrov told a session of the St. Petersburg International Economic Forum.
Russia will not 'be offended' by the European Union or become isolated, as maintaining bilateral relations meets both sides' interests,Lavrov said.
"We will neither take offense, nor go into isolation. The European Union is our immediate neighbor, the most significant trade and economic partner, and I am confident that the development of a wide range of ties in economy, in politics, in culture and in the field of security, is in the fundamental interests for both Russia and European countries."
SPIEF started at the ExpoForum Convention and Exhibition Centre in St. Petersburg earlier on Thursday. The forum is taking place on June 16-18.
